Alternative Name: A Whistle Raises Flee Rate by Skill Level and Perfect Dodge by Skill Level/2 rounded down of all players in the area of effect. The Flee Rate is affected by Stats#AGI, and Music Lessons skill of the caster. The Perfect Dodge rate is affected by the LUK and Music Lessons of the caster.
