This is a fixed percentage and not a flat value so it will always take about 33 seconds to regen to full from nothing. This does not work while overweight, but WILL work to bypass some skill exclusive restrictions like Asura Strike's 5 minute SP cooldown lock out. With Asura Strike specifically you will still need to be out of combat for 5 seconds. |
