Server crashed, so fixing some things that came up.
Pori EXP
Everyones favorite EXP giving Jejeing is back...again.
First Hotfixes
1.) Fixed an issue with delay npc consumables like our new Blacksmith Blessings and Fire Ammunition Box.
2.) Monsters that drop gear that should be affected by random options 1.75% floor are now properly affected again.
3.) Monsters that drop gear that does not roll random options are no longer affected by the 1.75% floor. (this was intended from this patch)
4.) Elite Buffalo Bandits all are now properly Boss Flagged.
5.) Elite Buffalo Bandits have had their drop rates adjusted to more accurately reflect the intended rates for this patch. (still close to what was seen before but not 1:1)
